Scotland has one of the highest rates of young people not in work, education, or training, as many as one in six.

Official Scottish measures are well below one in six (16.7%). The Annual Participation Measure shows only about 3.9% of 16-19 year-olds not participating in education, employment or training, and the wider 16-24 NEET rate for Scotland is around 11-13%. 'One in six' overstates the figure, and Scotland is not among the highest for the 16-19 group.
